All the hardware descriptions included in the resource library distributed along with the PandA framework currently fall under the GPL version 3 license. Since we are talking of hardware description languages (i.e., VHDL, Verilog) the license wording has been slightly changed. Here an excerpt of the license included in all the RTL descriptions generated by bambu:

it under the terms of the GNU General Public License as published by
the Free Software Foundation; either version 3, or (at your option)
